IIRC Paradox is a publisher. As for solidity, I point to Sword of the start II.

IIRC Paradox is a developer publisher studio
(They do both)

This awakes fond memories in me of Master of Orion 2.

I've yet to find research or buildings that gives me the ability to directly control more than five planets.

Random thoughts:
1. Great game due to the fact it's a continuous time 4x, giving it the ability to be played solo, small multi game or large gigantic game with tons of players and have the game last days or hours depending on maps settings...and if you have bane researching synthetic the game ends even faster!
2. Purge, resettle and enslave...
3. Build entertainment center > open migration with neighbor > ENSLAVE THOSE FOOLISH XENO's THAT COME WILLINGLY....profit
4. Unhappy sector? Divide up differently to marginalize the unhappy, purge random blocks to encourage productivity in the others
5. Neighbor is for all intents and purposes is identical to your glorious human faction, but, has the picture of a slug instead of glorious human....purged
6. Uplift pre-sentient race into gene bread clone Psionic cybernetic augmented super shock troops to do your bidding
7. Hunter killer assassin droids (KoToR)
8. Giant xeno mounts (see 6)
9. Psionic......Jedi
10. Enslaving all the cards of your own species that meet certain criteria...for maximum RP

People don't immigrate to Norway, or the rest of Scandinavia.....they might have been taken there forcibly at one time, but never willingly
Sometimes finnish people move to Norway.
Now what does that tell you?
